Vietnam National Assembly debates Law on Urban Development

The National Assembly of Vietnam is debating the draft Law on Urban Development, aimed at creating a legal framework to boost the growth of Ho Chi Minh City and other special urban areas. Lawmakers emphasized that the legislation should shift from a management-oriented approach to one focused on creating conditions for development, institutionalizing Party policies to unlock resources and improve urban governance.

Key discussion points include the decentralization of power to local administrations, the need for strict oversight to prevent power abuse, and policies to protect officials who act innovatively for the public interest. Delegates also addressed urban infrastructure, specifically the need for improved transportation systems to reduce congestion and emissions.

Other topics raised include the development of international financial centers in Ho Chi Minh City, the management of human resources, and the establishment of special economic zones. Lawmakers suggested that while granting more autonomy is essential for modern, sustainable cities, it must be accompanied by clear boundaries of authority and independent control mechanisms.
