The 16th National Assembly of Vietnam has concluded its first extraordinary session after 17 days of intensive work, passing 15 laws and 6 resolutions aimed at institutionalizing party policies and removing legal bottlenecks.

Key legislative outcomes include amendments to the Law on the State Bank of Vietnam, the Law on Anti-Money Laundering, and the Law on Credit Institutions, which will take effect on December 1, 2026. To support the economy, the Assembly approved resolutions to reduce personal and corporate income taxes for specific groups.

Significant social and regulatory changes include a ban on the business of nitrous oxide (N2O) for entertainment purposes, effective January 1, 2027. Additionally, the Law on State Compensation was amended to provide legal protections and compensation for whistleblowers and those fighting corruption. The Law on Publishing was also updated, set to take effect on March 1, 2027.

On a regional level, the Assembly approved the establishment of Quang Ninh City, effective September 1, 2026. The session focused on decentralization, administrative reform, and creating a more favorable environment for businesses and citizens through digital transformation and streamlined procedures.
