Vietnam outlines blue carbon action roadmap through 2030

Vietnam has identified six priority action groups for its national blue carbon roadmap through 2030. These priorities include policy and governance, ecosystem conservation and restoration, finance and investment, science and data systems (MRV), private sector engagement for sustainable livelihoods, and capacity building and communication.

During the 2026-2027 period, the country aims to establish institutional foundations, technical standards, and a blue carbon classification list. This framework is intended to facilitate resource mobilization from the public sector, private sector, and development partners. By 2030, Vietnam seeks to achieve unified management of blue carbon ecosystems and integrate them into its Nationally Determined Contributions (NDC) and national climate change goals to ensure sustainable livelihoods for coastal communities.

Stakeholders, including representatives from the UNDP and the World Economic Forum, emphasized the need to transition from foundational mechanisms to concrete, scalable projects. Discussions focused on creating the necessary policy frameworks, technical data, and financial mechanisms required to attract investment into blue carbon initiatives.
