Vietnam Parliament advances banking, anti‑money‑laundering and digital piracy law reforms

The Permanent Committee of Vietnam's National Assembly held its fourth session to examine draft amendments to several key statutes. One package revises the State Bank of Vietnam Law, the Law on Prevention and Combat of Money Laundering, and the Law on Credit Institutions. Changes include new rules for foreign‑currency use, shifting financial‑budget authority from the Prime Minister to the government, redefining the "beneficial owner" concept, and extending reporting obligations to providers of crypto‑asset services. The draft also adds a provision for a private‑bond‑guarantee‑asset‑management agent in the Credit Institutions Law.

A separate draft amends the Law on Publication to tighten measures against online piracy and modernise digital publishing. The revisions call for stronger copyright enforcement, clearer rules for publishing houses, and updated regulations on electronic publications, intermediary platforms, artificial intelligence and digital transformation. Additional bills concerning Vietnamese guest workers and litigation‑costs ordinances were also reviewed during the session.
