Vietnam Party Secretariat issues digital architecture framework

The Secretariat of the Communist Party of Vietnam has issued Decision No. 487-QD/TW, establishing the Digital Architecture Framework for Party agencies, version 1.0. Signed by Politburo member and Standing Secretary Tran Cam Tu, the framework is designed to unify digital transformation efforts across all levels of Party committees, organizations, and advisory bodies from the central to the grassroots level.

The framework serves as a mandatory basis for reviewing, building, approving, and operating information systems, databases, and digital infrastructure. It aims to ensure interoperability, data sharing, and the reuse of resources to prevent redundant investments. By aligning with the national digital architecture, the framework seeks to transition Party leadership from simple task digitization to data-driven decision-making, forecasting, and supervision.

The architecture follows a model consisting of four layers and four components, focusing on shared digital infrastructure, cybersecurity, and the integration of digital platforms and services to enhance organizational efficiency.
