Vietnam Party digital transformation initiatives

Overview

The Communist Party of Vietnam has initiated formal steps to advance digital transformation within its agencies. During a fifth meeting of the Party Steering Committee for Digital Transformation, officials identified several bottlenecks, including insufficient leadership awareness, weak implementation capacity, and data quality issues such as errors and duplication in member records. The committee also noted existing cybersecurity vulnerabilities.

In response to these challenges, the Party Secretariat issued Decision No. 487-QD/TW, establishing the Digital Architecture Framework for Party agencies (version 1.0). This framework provides a mandatory basis for the development and operation of information systems and digital infrastructure across all levels of the Party. The initiative aims to ensure interoperability and data sharing to prevent redundant investments, shifting the focus from simple task digitization toward data-driven decision-making and supervision.
