Vietnam police investigate livestreamed scratch card fraud
Police in Hung Yen and Son La provinces are investigating a fraudulent scheme involving the livestreamed sale of scratch cards. The investigation targets Hoàng Văn Duẩn (born 1991) and Hoàng Văn Duy (born 1995), both residents of Lao Cai province.
Between April and June 2026, the suspects used Facebook fanpages titled ‘VÉ CÀO HOÀNG KIM’ and ‘Vé Cào HOÀNG KIM 79’ to deceive victims. Duẩn operated from a rented apartment in the Vinhomes Ocean Park urban area in Hanoi, where he conducted livestreams. The suspects offered three different prize combos ranging in price from 999,000 VND to 3,999,000 VND.
To facilitate the scam, the suspects used Telegram advertisements to attract viewers. During livestreams, Duẩn would scratch the cards while Duy managed the fanpages and provided bank account details for payments. To create a false sense of legitimacy, Duẩn used a virtual MB Bank application to simulate prize transfers to customers during the live sessions. The suspects allegedly manipulated the winning tickets to ensure specific outcomes while deceiving participants.
