Vietnam livestreamed scratch card fraud investigation

Overview

Police in Hung Yen and Son La provinces are investigating a fraudulent scheme involving the livestreamed sale of scratch cards. Between April and June 2026, suspects Hoàng Văn Duẩn and Hoàng Văn Duy allegedly used Facebook fanpages to deceive victims by offering various prize combos.

Duẩn reportedly conducted livestreams from a rented apartment in Hanoi, while Duy managed fanpages and bank details. To simulate legitimacy, Duẩn allegedly used a virtual MB Bank application to fake prize transfers during live sessions. The investigation is looking into how the suspects manipulated winning tickets to deceive participants.
