Vietnam prepares motorcycle emission testing and driver licence reforms for 2027

Vietnam's transport authorities will begin mandatory emission testing for motorcycles and scooters on 1 July 2027. New rules lower the minimum floor area for testing facilities to 10 m² and require only one certified inspector per site, cutting rental and investment costs. Vehicles under five years with existing data can be certified electronically, while older or modified bikes must undergo on‑site testing. The rollout starts in Hanoi and Ho Chi Minh City, with staff training commencing early 2027.

The Ministry of Public Security is drafting a new driving‑licence ordinance that emphasizes practical skill assessment. The proposal expands question banks, lengthens exam time and introduces electronic identity verification, aiming to halve administrative processing time. Test formats will include scenario videos and varied question types, with higher passing thresholds across all vehicle categories.
