Vietnam President To Lam outlines 100‑year master plan for Hanoi

General Secretary and President To Lam stressed the need for a long‑term, integrated master plan for Hanoi, citing the city’s 100‑year vision that has recently been completed. He said the plan includes detailed zoning, development of underground spaces, and the creation of satellite towns to alleviate pressure on the city centre. The strategy also calls for densifying the inner city, shortening the distance between central and outer districts, and improving infrastructure to raise residents’ quality of life.

To Lam highlighted that Hanoi’s approach draws on international examples such as Singapore’s underground development, and he urged coordinated action among agencies to ensure the plan’s effective implementation.
