Vietnam proposes electronic land title certificates alongside paper versions

The draft amendment to Vietnam's Land Law, currently under public consultation until 10 August 2026, proposes issuing Land Use Rights Certificates (known as “sổ đỏ”) in both paper and electronic formats. The electronic certificate will have the same legal validity as the paper version and will be issued using a standardized nationwide template prepared by the Ministry of Agriculture and Rural Development.

Certificates will be granted per land parcel to qualified users, owners of assets attached to the land, or authorized managers. For parcels with multiple owners or shared household rights, all owners’ names must be listed. Issuance is contingent on the completion of any required financial obligations, with exceptions for exemptions, debts, or lease arrangements. The proposal aims to support digital transformation in land management, improve convenience for users, and reduce the risk of document loss.
