Vietnam expands educational subsidies and student support policies

Vietnam is implementing various educational support policies across several provinces. In Hanoi, the city plans to provide free textbooks starting from the 2027-2028 school year, though this will not be implemented for the 2026-2027 academic year due to procurement timelines. Meanwhile, Thanh Hoa is providing free textbooks for students in six border-area boarding schools for the 2026-2027 year. Khanh Hoa province has also proposed a policy to provide free textbooks for all students starting in 2026-2027, with an estimated budget of over 78.6 billion VND.

Financial support for higher education and specialized training is also expanding. Ho Chi Minh City has approved a resolution to cover 100% of tuition fees for resident doctors, with a cap of 100 million VND per person per year, plus monthly living allowances for those in high-pressure specialties. Nationally, the Ministry of Education and Training is drafting a decree to increase living allowances for Vietnamese students and researchers studying key disciplines in developed countries. This includes covering tuition, insurance, and providing two economy-class round-trip airfare tickets.

Other initiatives include Khanh Hoa offering significant one-time bonuses—up to 1.5 billion VND—to attract professors and PhD holders to the region. Additionally, the government is working on a plan to integrate financial literacy into the national general education curriculum starting in 2027.
