The Vietnam Traffic Police Department (C08) and the Vietnam Road Administration are planning to pilot a dedicated overtaking lane system on several expressways, with implementation expected in the fourth quarter of 2026. The proposal aims to address traffic conflicts caused by slow-moving vehicles, such as heavy trucks and buses, that occupy the leftmost lane (Lane 1) near the median strip, which can cause sudden speed drops and safety hazards.

The proposed pilot routes include the Hanoi - Hai Phong, Cau Jie - Cao Bo, and Vinh Hao - Phan Thiet expressways. Under the new scheme, Lane 1 would be designated specifically for overtaking. Drivers would be required to return to the right-hand lanes once the maneuver is complete and are prohibited from continuous use of the overtaking lane when right-hand lanes are clear.

In addition to the pilot program, the Traffic Police Department is increasing enforcement against vehicles that drive slowly in the leftmost lane. Authorities are utilizing surveillance cameras and public reports to identify violators, recently issuing fines and license suspensions to drivers on the Hanoi - Lao Cai and Hanoi - Hai Phong routes. The department also plans to improve signage and electronic warning boards to educate drivers on proper lane usage.
