Vietnam proposes preschool teacher subsidies and milk programs

Vietnam is proposing new educational support policies targeting preschool teachers and students in disadvantaged areas.

The Ministry of Education and Training has proposed a draft amendment to Decree No. 105/2020/ND-CP, which would provide a minimum monthly subsidy of 800,000 VND to private and non-public preschool teachers. To qualify, teachers must meet professional training standards, hold a valid labor contract, and work in facilities where at least 30% of the children are offspring of workers in industrial zones. This subsidy is intended to be separate from negotiated salaries and will not be used for social or health insurance calculations.

In Khanh Hoa province, the Provincial People's Council has passed a resolution to implement a school milk program for the 2026-2030 period. Starting from the 2026-2027 school year, preschool children from ethnic minority groups and those living in particularly difficult mountainous areas will receive free milk five times per week for 38 weeks of the school year. The program is funded by the state budget (75%) and milk suppliers (25%), with an estimated total cost of over 137.51 billion VND.
