Vietnam proposes stricter oversight for vehicle registration centers
The Ministry of Construction is seeking feedback on a draft circular to establish national technical regulations for motor vehicle registration and motorcycle emission testing facilities. The proposal aims to enhance accountability by introducing mandatory periodic monitoring and evaluations in addition to initial assessments.
Under the draft regulations, registration centers must undergo evaluations of their facilities, equipment, personnel capacity, and management systems. This process includes direct observation of registration procedures, auditing inspection data, and reviewing the control of measuring instruments and software. For motor vehicle registration centers, periodic monitoring is proposed to occur at least once every 24 months.
Separately, new regulations have been issued regarding maximum service fees for vehicle inspections, effective October 26. The fee structure varies based on vehicle type, number of axles, and whether the vehicle utilizes clean or green energy. For instance, inspection fees for heavy trucks with five or more axles are capped at 518,200 VND, while those using clean energy receive a reduced maximum rate of 490,900 VND.
