Vietnam motor vehicle registration and inspection regulation

The Vietnamese Ministry of Construction has moved to strengthen oversight and standardize costs for motor vehicle registration and emission testing. Initial proposals sought to establish national technical regulations that would mandate periodic monitoring and evaluations of registration centers every 24 months. These evaluations would cover facility standards, equipment, personnel capacity, and management systems, including audits of inspection data and software controls.

Following these regulatory developments, the Ministry officially issued a maximum price list for inspection services. Under the new fee structure, costs are determined by vehicle type, seat capacity, and number of axles. For example, passenger cars with up to eight seats are capped at 281,800 VND, while trucks with five or more axles may reach a maximum of 518,200 VND. To encourage environmental sustainability, vehicles utilizing clean or green energy are eligible for discounted rates. These price caps are intended to provide a regulatory basis for the Vietnam Register to supervise facilities and ensure transparency, though inspection centers maintain the right to set their own prices as long as they do not exceed the established limits.
