Vietnam proposes stricter vehicle inspection standards for lighting and ABS

The Ministry of Construction is seeking public feedback on a draft circular to update national technical regulations for motor vehicle inspections, which would replace QCVN 122:2024/BGTVT.

A key proposal involves reclassifying several lighting and safety system defects from ‘minor’ (MiD) to ‘major’ (MaD). Under the new draft, vehicles with major defects would fail inspection and require repairs before being re-certified. Notable changes include classifying ABS warning light errors as major defects, whereas they are currently considered minor.

Additional proposed major defects include turn signals and hazard lights with flashing frequencies outside the 60-120 flashes per minute range, as well as non-flashing hazard lights. The draft also targets fog lights, brake lights, and high-beam alignment. Furthermore, the proposal seeks to expand the mandatory requirement for ABS systems to include M and N category vehicles, excluding those with five or more axles.
