Vietnam vehicle inspection regulation updates

Overview

The Vietnamese Ministry of Construction is seeking public feedback on a draft circular intended to update national technical regulations for motor vehicle inspections, replacing QCVN 122:2024/BGTVT.

A central component of the proposal is the reclassification of several lighting and safety system defects from ‘minor’ (MiD) to ‘major’ (MaD). Under the current framework, yellow dashboard warning lights, such as the ABS indicator, are considered minor defects that allow a vehicle to pass inspection. The new draft would categorize active ABS warning light errors as major defects, meaning vehicles would fail inspection and require repairs before re-certification.

Other proposed major defects include turn signals and hazard lights with flashing frequencies outside the 60-120 flashes per minute range, non-flashing hazard lights, fog lights, brake lights, and high-beam alignment issues. Additionally, the draft seeks to expand mandatory ABS requirements to include most M and N category vehicles, excluding those with five or more axles.
