Vietnam Public Security Ministry Introduces New Driver Licensing Regulations

The Ministry of Public Security issued Circular 108 on June 29 2026, setting new rules for driver‑license testing that take effect on July 1 2026. The changes drop the mandatory computer‑based traffic‑scenario simulation, increase the number of theoretical questions (from 25 to 40 for class A/A1 licences and from 30 to 50 for class B), extend test duration and raise passing marks to 36/40 and 45/50 respectively. The revised curriculum also adds content on criminal law related to traffic offenses and road‑safety culture, aiming to curb “exam‑trick” practices.

From January 1 2027, candidates will be identified electronically via hardware and software authentication, and from March 1 2027 the practical automobile test will be updated to place greater emphasis on skill assessment. The ministry says the reforms will improve transparency, accuracy and overall road safety.
