Vietnam pushes amendment of Land Law to enforce market‑based pricing and streamline title transfers
The Vietnamese government is preparing a comprehensive amendment to the 2024 Land Law. Draft proposals focus on seven policy groups, notably the establishment of market‑based land pricing, the creation of a unified land‑price database, and the removal of the dual‑price mechanism. The amendment aims to link land‑price data with tax, notary, banking and real‑estate systems to prevent price manipulation and ensure transparency. The state will set official land‑price tables, adjustment coefficients, and rates for land‑use fees, rentals and compensation to reflect real market conditions.
At the same time, the draft clarifies procedural deadlines for transferring land‑title records (“sổ đỏ”). Under the law, registration of a change in ownership must be completed within 30 days of the transaction; late registration can attract administrative fines ranging from 2 million to 25 million VND, depending on the delay. The Ministry of Agriculture and Rural Development and other agencies have been asked to provide feedback on the draft before it is submitted to the Prime Minister for approval.
