Vietnam raises BHYT co‑payment threshold, unlocking 100% coverage for eligible patients from July 1
Effective 1 July, Vietnam’s social insurance scheme (BHYT) adjusts the base salary to VND 2.53 million per month. This raises the annual co‑payment ceiling to VND 15.18 million. Participants who meet three conditions – continuous enrollment for at least five years (no more than a three‑month gap), total yearly co‑payments exceeding the new threshold, and treatment in accordance with referral rules – become eligible for the fund to pay 100 % of covered medical expenses.
Under the new rules, beneficiaries no longer need to submit reimbursement claims; the social insurance agency and healthcare facilities coordinate to verify eligibility and directly settle payments. The change applies nationwide to all BHYT participants in Vietnam.
For example, a patient who has been enrolled since 2020 and whose cumulative co‑payments reach VND 16 million in 2026 will, after surpassing the threshold, receive full coverage for subsequent eligible services without the usual 20 % out‑of‑pocket share.
