Vietnam raises social and health insurance contributions under new minimum wage
From 1 July 2026 Vietnam will apply a new minimum wage of VND 2,530,000 per month as the basis for social insurance, health insurance, unemployment insurance and occupational injury insurance contributions. The reform defines three groups of contributors:
• Employees whose wages are set by the state will calculate contributions on the new base salary. • Voluntary social‑insurance participants may use a maximum monthly income of 20 times the base salary (VND 50,600,000) as the contribution reference. • Health‑insurance contributors will also base payments on the new salary level.
The measures increase the minimum pension and monthly social‑security allowances to VND 3.8 million. The changes aim to expand benefits and improve living standards for workers.
These regulations are part of a broader set of policies taking effect on 1 July 2026 that also address tax, banking and investment rules.
