Vietnam reduces driver‑license processing time and adds new road‑test requirements

The Ministry of Public Security in Vietnam issued Circular 108/2026 on 29 June, replacing the previous 12/2025 regulations on driver‑license testing and issuance. From 1 July, the computer‑based simulation exam is removed and candidates must pass each stage sequentially – theory, simulated‑road, then on‑road driving – before moving to the next.

Electronic integration of licenses will cut the time to obtain a digital driver’s licence to about two hours, and the overall administrative processing time for new, renewed or international licences is reduced from five days to 2.5 days. A draft amendment also proposes cutting the issuance period further to 3.5 days.

The new rules increase the number of theory questions (e.g., 40 for motorcycle A/A1 and up to 90 for higher‑class car licences) and raise the passing thresholds. From 1 January 2027, candidates’ identity will be verified electronically, and examiners will use electronic cards from 1 July 2027. Starting 1 March 2027, the on‑road test will be conducted on a minimum 5‑km stretch with twelve mandatory manoeuvres.

Implementation is phased, with some measures taking effect immediately and others phased in through 2028.
