Vietnam reforms healthcare through grassroots strengthening and technology
Vietnam is undergoing a significant transformation of its healthcare sector to implement Resolution No. 72-NQ/TW, which focuses on strengthening primary healthcare, specialized medicine, and technological autonomy.
Localities are adopting various strategies to improve grassroots medical services. Da Nang has decentralized management by transferring preventive medicine and population tasks to local commune and district committees. The city aims to have 4 to 5 doctors at every health station by 2027. In Hung Yen province, over 400 medical personnel, including 100 general practitioners, have been reallocated to local levels to ensure better access. In Quang Ninh province, the healthcare sector has mastered nearly 80% of central-level technologies, resulting in a low patient referral rate of 0.59% to central hospitals in the first half of 2026. Additionally, digital transformation is being accelerated through the deployment of electronic health records and AI-assisted diagnostic tools.
