Vietnam regions drive growth through administrative reform and technology
Vietnam is seeing regional efforts to drive economic growth through administrative reform and technological innovation. In Quang Ninh, authorities are focusing on building a modern, transparent administration by prioritizing digitalization and decentralization. The province has successfully reduced processing times for approximately 40% of administrative procedures under central government jurisdiction. Specifically, procedures related to production and business have seen a 38% reduction in processing time, while many local procedures have been cut by 50%. In the tax sector, electronic tax filing has reached 99.7%, and electronic VAT and personal income tax refunds have reached 100%.
Meanwhile, Ho Chi Minh City is positioning itself as a hub for science, technology, and innovation to achieve a growth target of over 10%. Experts suggest the city can serve as a ‘Living Lab’ for testing new technologies, including AI and digital space applications. To sustain this growth, the city is integrating digital transformation and the digital economy into its core development model, encouraging public-private partnerships and the use of regulatory sandboxes to commercialize new technological solutions.
