Vietnam reviews Land Law amendments to boost transparency and resource mobilization

Vietnam is reviewing amendments to its Land Law aimed at increasing transparency, reducing administrative procedures, and unlocking land as a strategic economic resource. Experts from the Vietnam Chamber of Commerce and Industry (VCCI) emphasize that the revised law must balance resource mobilization with strict management to prevent the loss of public assets.

Key considerations for businesses include land availability, costs, and the timeline for project implementation. There is a call for the Land Law to be synchronized with other legislation, such as the Law on Investment and the Law on Construction, to ensure legal stability for long-term projects.

Additionally, the draft law proposes changes to land dispute resolution. It may shift from a mandatory mediation process at the commune level to a mechanism where citizens can choose between local mediation or direct litigation in court. This change aims to improve access to justice, though legal experts note the need for clearer distinctions between land disputes and disputes related to land use rights.
