Vietnam revises land law to use price tables and drop mandatory notarization

The Vietnamese government’s draft amendment to the Land Law proposes replacing the current practice of determining land prices on a case‑by‑case basis with a standardized price table and adjustment coefficients. The change aims to shorten approval times, improve predictability of financial obligations for projects, and shift land management from individual case handling to a data‑driven system, in line with Party resolution 18‑NQ/TW.

The same draft also eliminates the requirement that contracts for land transfers, leases, inheritances, gifts, mortgages and capital contributions be notarized. From 1 January 2027, six categories of land‑related transactions will no longer need compulsory notarization, simplifying administrative procedures while retaining notarization only for high‑risk, legally sensitive deals.
