Vietnam Secretariat issues new regulation on cadre record management

The Secretariat has issued Regulation No. 211-QĐ/TW regarding the management of cadre records. Signed by Politburo member and Standing Secretary Trần Cẩm Tú, the regulation mandates that every official must have a single, unified record used across the entire political system.

Under the new rules, the agency where an official is first recruited is responsible for creating their original file. These records, which include both paper and electronic versions, hold equal legal value. The regulation outlines a roadmap to transition from paper-based files to electronic records once technical and infrastructural requirements are met.

Electronic files must be digitized using unified data standards, stored securely, and connected to interconnected databases to support personnel management. The regulation also establishes strict protocols for handling lost or damaged files, requiring direct supervision from agency heads and thorough verification by competent authorities to ensure compliance with Party and State laws.
