Vietnam targets 5,000 km expressway network by 2030

Vietnam is accelerating its expressway network development for the 2026–2030 period, aiming to reach a total of 5,000 km by 2030. During this five-year window, the country plans to construct approximately 2,829 km of new expressways and expand or upgrade 1,187 km of existing routes.

The total estimated investment required for this infrastructure expansion is approximately 1,269 trillion VND. While the state budget is expected to contribute around 423 trillion VND, a significant funding gap of roughly 846 trillion VND must be addressed through non-state resources. To bridge this gap, the Ministry of Construction has identified 29 priority expressway projects to be promoted through Public-Private Partnership (PPP) models, with an estimated investment value of 922,812 billion VND.

Financial institutions are playing a critical role in this transition. VietinBank reported that as of August 31, 2026, its outstanding debt for PPP projects reached 36,215 billion VND across 26 projects. Experts emphasize the need for improved risk-sharing mechanisms to attract long-term private capital into large-scale transport infrastructure projects.
