Vietnam seeks AI governance cooperation with China and ASEAN
Vietnam is seeking to collaborate with China and ASEAN member states to establish a secure future for Artificial Intelligence (AI) through effective governance and mutual trust. At the China-ASEAN Ministerial Roundtable Conference on AI 2026 in Nanning, China, Vice Minister of Science and Technology Hoang Minh emphasized that sustainable innovation requires a foundation of responsible governance that prioritizes human rights, privacy, and transparency.
To support this transition, Vietnam has implemented an AI Law and a National AI Strategy spanning through 2045. The country is also focusing on developing human resources, computing infrastructure, and data capabilities. In July 2026, Vietnam signed an agreement to establish the World AI Cooperation Organization (WAICO).
Domestically, Vietnam is utilizing regulatory sandbox mechanisms to test emerging technologies. In Hanoi, pilot projects are underway in the Hoa Lac High-Tech Park to test autonomous transport systems, including buses and robotaxis. Additionally, in Dien Bien province, unmanned aerial vehicles (UAVs) are being tested for applications in smart agriculture, low-altitude logistics, and public service management.
