Vietnam's Dung Quat refinery selects EPC contractor for $1.5 bn expansion
Vietnam's state‑run Dung Quat refinery announced the selection of an EPC contractor to carry out the Design‑Build‑Construction phase of its upgrade and expansion project, with a contract‑signing ceremony planned for 9 July 2026. The venture, approved by the prime minister, carries a total investment of VND 36,397 billion (about US$1.49 billion) and will raise the plant’s crude‑oil processing capacity from 148,000 to 171,000 barrels per day. The design‑basis (FEED) work, led by Wood Group of the United Kingdom, incorporated licensed technologies from Axens (France), UOP (USA), Merichem (USA), Kinetics Technology (Italy) and Worley (Netherlands). Financing is being coordinated by HSBC and PVcomBank.
In a related development, the refinery successfully trialled two new feedstocks – Erha crude from Nigeria and the Sao Vang‑Dai Nguyen condensate – achieving processing rates of up to 45 % and 12 % of design capacity respectively. The tests bring the total number of crudes the plant can handle to 40, enhancing feedstock flexibility and national energy security. The company, recently renamed Tổng công ty Lọc hóa dầu Việt Nam, views these milestones as steps toward a fully digital, competitive refining complex.
