Vietnam E10 rollout: supply strain and price cuts
Overview
Vietnam’s mandatory 10 % ethanol‑blended gasoline (E10) continues to dominate fuel sales after the 1 June 2026 rollout. By the end of June, bio‑fuel consumption reached roughly 850 million L, with most post‑2000 vehicles compatible and older models still able to use E5.
Domestic ethanol production now satisfies about a quarter of the monthly requirement (≈25 % of 92‑100 000 m³), so imports from the United States and other suppliers still provide 70‑80 % of the blend. The shortfall has sharpened concerns over supply reliability and price stability.
On 6 August the Ministry of Industry and Trade and the Ministry of Finance cut retail caps: E5 RON92 gasoline to 21 728 VND/L (‑660 VND), E10 RON95 to 22 324 VND/L (‑530 VND), diesel to 27 544 VND/L (‑80 VND) and mazut to 16 391 VND/kg (‑80 VND). The adjustment uses no stabilization‑fund resources, with a 200 VND/L reserve earmarked for bio‑fuel.
The Dung Quat refinery began supplying B5 diesel (4‑5 % renewable diesel), delivering a 45‑m³ batch to the Military Oil Corporation and Nam Phúc Ltd, and aims to raise monthly E10 output to 80‑100 000 m³. Revenue at the refinery rose 47 % over six months, underscoring growing commercial interest in Vietnam’s green‑fuel agenda.
