Vietnam shifts toward integrated regional logistics and supply chain orchestration
Vietnam is shifting its approach to logistics in the Red River Delta, moving away from fragmented, province-based planning toward integrated regional ecosystems. At the 7th Regional Logistics Forum, Deputy Prime Minister Ho Quoc Dung emphasized that logistics must be treated as core economic infrastructure. A key strategic goal is repositioning Hanoi from a major consumption market to a strategic transit hub and innovation center for the entire region.
To resolve existing bottlenecks caused by localized and disconnected investments, the government is utilizing macro legal frameworks, including Resolution No. 30-NQ/TW and regional planning decisions for 2021–2030. The objective is to transition from administrative-based logistics to models organized around economic zones and supply chains.
Parallel to these structural shifts, the industry is seeing a transition in service models from traditional 3PL (Third-Party Logistics) to 4PL and 5PL. While 3PL focuses on execution like transport and warehousing, 4PL providers act as network architects, managing and coordinating entire end-to-end logistics networks through data and orchestration. 5PL models further expand this by using digital platforms to connect multiple providers and optimize large-scale capacity.
