Vietnam social housing supply shifts toward affordable sales and rental demand

Vietnam's Ministry of Construction reports a significant imbalance in the social housing market, where supply is heavily concentrated in units for sale rather than rental options. This mismatch leaves a high demand for rental housing among industrial workers and low-income urban residents largely unmet.

To address regional differences, the Ministry has proposed adjustments to social housing targets for the 2026-2030 period. While nine provinces, including Dong Nai and Quang Tri, have requested reductions in targets due to land availability or local preferences for individual houses, four provinces—Thai Nguyen, Lang Son, Quang Ninh, and Khanh Hoa—have requested increases. Following these adjustments, the total target for social and rental housing development is expected to reach 1,101,543 units, maintaining the national goal of completing at least 1 million apartments.

In response to sustained demand, real estate developers are shifting focus back to the affordable housing segment. Companies such as Nam Long ADC, through a partnership with Japan's Nishi Nippon Railroad, and Kim Oanh Land are expanding their affordable and social housing portfolios. Experts note that this shift is driven by the stable demand from real homebuyers rather than the speculative interest seen in luxury or high-end segments.
