Vietnam social insurance backlog exceeds 892 billion VND at 100 firms

The Ho Chi Minh City Social Insurance agency released a list of 100 companies that have delayed compulsory social insurance contributions for six months or more, with total arrears surpassing 892 billion VND. The largest debtor is Hoà Bình Construction Group, owing more than 56.7 billion VND for 1,131 workers. Other major defaulters include Saigon Post and Telecom Service (42.1 billion VND), Global Experience (38 billion VND), Việt Thắng Jean (19.6 billion VND) and the Oil‑Gas Design Consulting Corporation (16.6 billion VND). Among the listed firms, California Fitness & Yoga, employing 550 staff, is behind on contributions of over 6.5 billion VND.

Effective 1 July 2025, violations such as failing to register workers, under‑reporting wages or not paying the required contributions will be punishable under the Social Insurance Law and the Health Insurance Law. Penalties range from fines of 50 million to 500 million VND, up to one year of non‑custodial reform, and imprisonment of three months to three years for repeated or large‑scale offenses.
