Vietnam strengthens administrative discipline and land management reforms
Vietnam is implementing several measures to strengthen administrative discipline and governance. The Politburo has directed the National Assembly to focus its supervision on the management of public assets and the use of officials, aiming to enhance legal institutional frameworks and control power effectively.
In the land sector, the Ministry of Natural Resources and Environment has issued directives to improve administrative procedures. This follows public frustration regarding delayed land documentation and repetitive requests for information. To address this, the Ministry is urging local authorities to improve professional expertise and ensure staff provide proactive guidance to citizens and businesses.
Hanoi is also advancing administrative reforms through the ‘Red Book Handover’ project. This initiative aims to streamline land registration processes following land clearance, reducing the need for citizens to resubmit documents and minimizing manual steps through electronic integration.
At the local level, leadership in Hanoi and provinces like Vinh Long and Dong Thap is emphasizing the need for commune-level officials to possess higher professional capacity. Leaders are calling for improved coordination between Party committees and local governments to ensure effective management of land, security, and socio-economic growth.
