Vietnam targets 100% health insurance coverage by 2030
Deputy Prime Minister Phạm Thị Thanh Trà signed Decision 1468/QĐ‑TTg on 31 July 2026, assigning provincial governments targets for expanding health‑insurance coverage from 95.98 % in 2026 to full 100 % by 2030. The 2026 provincial targets include Hanoi at 96.25 %, Ho Chi Minh City at 96 %, Cao Bằng at 99.36 %, Lào Cai at 97 % and Điện Biên at 98.47 %. The government also plans to raise subsidy levels for near‑poor households, people with disabilities and other vulnerable groups, and to complete the legal framework for health insurance. The Ministry of Finance, under the Prime Minister’s direction, will coordinate implementation with the Ministry of Health and the Vietnam Social Insurance agency, promoting family‑based enrollment, online public services and intensified public communication to achieve universal coverage by 2030.
