Vietnam universal health insurance expansion

On 31 July 2026, Vietnam’s Deputy Prime Minister signed Decision 1468/QĐ‑TTg, setting provincial targets to raise health‑insurance coverage from 95.98 % to 100 % by 2030. The plan includes higher subsidies for near‑poor households, people with disabilities and other vulnerable groups, completion of the legal framework, and coordinated implementation by the Ministries of Finance and Health and the Social Insurance agency.

The following day, the Ministry of Health released a draft circular proposing that the national health‑insurance fund reimburse home‑based medical examinations and treatments for seven vulnerable groups, including people with severe disabilities, the elderly with limited mobility, and patients requiring palliative care. The proposal sets reimbursement rates based on price parity with facility services and expands coverage to family‑medicine practices and telemedicine, inviting public comment.

Together, these steps illustrate Vietnam’s move from setting a universal‑coverage target to introducing concrete service‑level measures aimed at reaching underserved populations as part of its 2030 health‑insurance goal.
