Vietnam universal health insurance expansion

Overview

Following the 2026 targets to reach 100% health insurance coverage by 2030, Vietnam has seen significant progress in student enrollment. As of late June 2026, coverage for students and university students reached 99.39%, totaling 21.55 million participants. To facilitate this expansion, the state budget has increased its contribution to student health insurance premiums from a minimum of 30% to at least 50%.

In September 2026, the Ministry of Health proposed reforms to shift the system from reactive treatment to proactive prevention. A new draft decree suggests that by 2030, funds will cover screening and early diagnosis for hypertension and diabetes. Proposals also include expanding benefits to include periodic check-ups and screening for several types of cancer. Regarding benefit levels, coverage for medical examination and treatment costs for elderly citizens over 75, minors, people with disabilities, and average-income households is proposed to rise from 80% to 85% by July 2027, reaching 95% for primary and basic care by July 2030. The roadmap aims for these priority groups to reach 90% coverage by July 2029.

Further updates to the draft decree include a proposal to reimburse periodic health check-ups, with a maximum of 350,000 VND per person per year for adults over 18. To support patients with chronic illnesses, the Ministry is also considering expanding the list of conditions eligible for outpatient prescriptions lasting up to 90 days, increasing the number of eligible diseases from 252 to 372, including various cardiovascular, skin, and cancer-related conditions. Additionally, the Ministry is seeking feedback on traditional medicine reimbursement, proposing the first major update in 11 years.
