Vietnam targets high-value tourism growth through cultural integration
Vietnam is implementing a strategic overhaul of its tourism sector to transform it into a spearhead economic industry. Guided by Politburo Resolution 26-NQ/TW, the country aims to shift from a volume-based model to one focused on high-quality, high-value experiences.
By 2030, the government targets tourism contributing 10-12% to the national GDP, with goals of welcoming 45-50 million international visitors and generating up to $90 billion in revenue. Key growth poles are being established in Hanoi, Ho Chi Minh City, and Da Nang, with Phu Quoc identified as a future hub.
Central to this strategy is the integration of culture and national identity as core competitive advantages. Officials emphasize “developing the economy through culture,” treating cultural assets as internal resources to drive growth, job creation, and soft power.
To support this transition, the State Bank of Vietnam has adjusted credit classifications, ensuring that loans for hotels, restaurants, and eco-tourism facilities are no longer counted toward real estate debt limits. This policy change is intended to facilitate easier access to capital for tourism-related businesses.
