Overview
In mid‑July, Vietnamese officials announced that the cultural sector would serve as a new engine for the country's economic growth, shifting the view of culture from heritage to a commercial driver. Later that month, the 3rd plenary session of the 14th Central Committee of the Communist Party of Vietnam detailed a comprehensive strategy. To support these goals, the Ministry of Culture, Sports and Tourism is drafting a Law on Cultural Industry Development. By September 2026, implementation efforts expanded toward international exchange and digital integration. Vietnam prepared to host the World Culture Festival in Hanoi from October 1 to 4, 2026, featuring a global village and music festival. Concurrently, the Ministry launched plans in Nghệ An province to transform traditional festivals, such as the Thái ethnic group’s Xỏ Nặm Phạ festival, into sustainable tourism products. In the digital sphere, authorities are emphasizing individual responsibility and the use of the Law on Cybersecurity to maintain a healthy cultural environment. In Ho Chi Minh City, experts are working to transform cultural resources into economic value, with the local industry projected to contribute between 7% and 7.2% to the city’s GRDP by 2030.
