Vietnam targets maritime strength through science and technology

Vietnam is prioritizing science, technology, innovation, and digital transformation to develop into a strong maritime nation. Under Resolution No. 20-NQ/TW, the country aims to move beyond simple research and exploitation to mastering the seas through data, deep-sea technology, and advanced knowledge.

The government's action plan for 2030 includes establishing two to three marine science and innovation research organizations capable of competing with leading ASEAN nations. These institutions are expected to possess modern infrastructure, master critical data, and participate in international research networks. Key goals also include developing synchronized industrial chains for high-capacity undersea cable infrastructure and ensuring essential services for island residents.

Parallel to maritime development, experts emphasize that human resources are Vietnam's most valuable asset. To transition from a technology user to a technology creator, the nation must invest in high-quality research and increase its presence in international technology forums. This includes contributing to global standards, such as the 6G standardization processes currently being managed by the 3rd Generation Partnership Project (3GPP).
