Vietnam is advancing its strategic framework to transform into a strong maritime nation, moving beyond simple resource exploitation toward modern maritime governance. Following the 14th Party Central Committee’s issuance of Resolution No. 20-NQ/TW in July 2026, the strategy emphasizes integrated maritime space for offshore wind, industrial aquaculture, and logistics. This is complemented by Resolution No. 22-NQ/TW regarding the National Security Strategy, signed by General Secretary and State President Tô Lâm.
During a national conference, General Secretary and President Tô Lâm emphasized that by 2045, the country aims to be “wealthy and sustainably developed from the sea,” utilizing advanced technology and modern governance. The sea is increasingly viewed as a vital space for survival, development, and the protection of national sovereignty, intended to connect the mainland with islands and economic corridors to global ocean value chains.
Legislative and regional efforts are supporting these goals. The National Assembly is debating the inclusion of coastal land reclamation projects in the draft Urban Development Law, while the Ministry of Construction integrates maritime directions into the draft Maritime and Inland Waterway Law. Regionally, An Giang province is focusing on developing eight dynamic urban centers, such as Long Xuyen and Rach Gia, to serve as growth poles for logistics, high-tech agriculture, and eco-tourism, contributing to the Mekong Delta economic breakthrough.
A key pillar remains developing a “fast and strong” national maritime industry, specifically shipbuilding. However, structural challenges persist, as the domestic fleet holds only a 5-8% market share of import-export cargo, and domestic value creation within the shipbuilding chain is estimated at only 20-30%.
