Vietnam targets mastery of rare earth and semiconductor processing by 2030

The Politburo of Vietnam has set strategic goals to master deep processing technologies for rare earths, semiconductor materials, and battery materials by 2030. According to Conclusion No. 83, signed by Standing Secretary Tran Cam Tu, the country aims to achieve a 50% localization rate for several strategic materials.

Developing the materials industry is designated as a national strategic task to foster rapid, sustainable development and build an independent, self-reliant economy. The Politburo emphasized a shift from merely exploiting natural resources to mastering material technologies, moving from extensive growth to deep processing, and increasing participation in high-value-added segments of the global supply chain.

Key directives include the unified and strict management of strategic minerals throughout the entire value chain—from exploration and mining to refining, application, and recycling. The Politburo also called for minimizing the export of raw minerals to ensure efficient and sustainable resource use. A national strategy for the development of the materials industry, covering the period up to 2030 with a vision toward 2045, is expected to be issued by 2026.
