Vietnam targets tech‑driven growth and overseas diaspora to become high‑income nation

Vietnam is shifting its development model from reliance on cheap labour, land and capital to a focus on productivity, knowledge, science‑technology, innovation and human capital. The Party’s 14th Congress set a goal of a per‑capita GDP of about $8,500 by 2030, with the digital economy accounting for roughly 30 % of GDP and average growth above 10 %, and a vision of high‑income status by 2045.

To achieve this, the country is promoting digital transformation, e‑commerce, high‑tech manufacturing and circular agriculture. Viettel Group has begun construction of Vietnam’s first semiconductor fab, a milestone for domestic chip design and production capability. At the same time, officials stress the importance of the 6.5 million overseas Vietnamese, who provide remittances, technology, market links and expertise that support the new growth model.

Deputy Minister of Foreign Affairs Lê Thị Thu Hằng highlighted the diaspora as a “essential resource” for linking Vietnam to global knowledge and investment networks, urging greater engagement to help meet the nation’s development objectives.
