Vietnam tax authorities suspend exit of individuals over tax debts

Tax authorities in Vietnam have issued notices to temporarily suspend the exit of several individuals due to outstanding tax debts. In Hue, 11 taxpayers have been placed on a suspension list to ensure the fulfillment of obligations to the state budget.

In Vinh Long province, legal representatives of various companies have also been barred from leaving the country. Notable individuals include Huynh Cong Thuc of Dat Dat Thanh Construction Co., Ltd., and representatives from Tra Vinh Interior Architecture Co., Ltd. and Binh Minh Port JSC, with debts ranging from hundreds of millions to hundreds of billions of VND.

Under the new Decree No. 252/2026/ND-CP, regulations regarding the cancellation of exit bans have been expanded. Previously, individuals had to settle all tax debts to lift a ban. Now, bans may be lifted if the remaining debt falls below 50 million VND for business households and individuals, or below 500 million VND for enterprises and cooperatives. The decree also extends these measures to beneficial owners of businesses.
