Vietnam tax reforms, digital audits and e‑invoice rollout

Overview

In July 2026 Vietnam intensified its digital tax overhaul. Circular 89/2026/TT‑BTC, released on 30 June, gave the tax authority full authority to run inspections, exchange documents and issue audit conclusions through an online portal, requiring digital certificates and e‑signatures. The framework was reiterated on 25 July as the first comprehensive legal basis for electronic audits.

On 23 July the General Department of Taxation issued Circular 5131/CT‑CS, answering a provincial request and clarifying that households and individual entrepreneurs with annual revenue up to VND 1 billion may voluntarily register for coded e‑invoices or cash‑register‑linked invoices, while firms above the threshold must use them.

Effective 1 July 2026 the new Law on Tax Administration (No 108/2025/QH15) and Decree 254/2026 expanded e‑invoice obligations, defining exemptions, longer issuance periods for digital and transport services, and special rules for insurance contracts. In Ho Chi Minh City the tax authority created a permanent unit to implement the “Clean Tax‑ID” campaign mandated by Decision 595 (8 May 2026), targeting dormant taxpayer numbers and misuse of tax IDs. Together with the earlier Decree 438/2026 effort to purge about 1.1 million inactive businesses, the measures aim to improve compliance, cut administrative backlogs and increase transparency across Vietnam’s tax system.
