Vietnam Tax Authority issues new administrative guidelines
The Tax Authority has issued new rules for handling administrative procedures to improve service quality and accountability. Under the new guidelines, tax officials are prohibited from providing perfunctory answers, interrupting taxpayers, or redirecting citizens to multiple departments without clear justification. The regulations emphasize eight core principles, including proper communication, accurate guidance, and transparency.
Officials are required to maintain a respectful attitude, listen fully to taxpayer concerns, and use clear language to minimize the need for repeated filings. The rules aim to ensure that taxpayers receive complete instructions from the outset, preventing the need for multiple visits due to inconsistent or insufficient guidance.
Additionally, the authority provided instructions on how taxpayers can cancel temporary exit bans. To lift a ban, taxpayers must fulfill their tax obligations to bring outstanding debts below specific thresholds: under 50 million VND for individuals and business households, and under 500 million VND for enterprises and cooperatives. Once tax debts are settled via the eTax Mobile app or the National Public Service Portal, the system will notify immigration authorities to lift the ban within 3 to 5 minutes.
