Vietnam to implement AI-driven highway management by 2030

The Ministry of Construction has issued a plan to develop an Intelligent Transport System (ITS) Core platform for the period 2026–2030. This digital infrastructure aims to manage and coordinate road traffic across the entire highway network by integrating real-time data from 100% of highway traffic management centers.

The platform will utilize artificial intelligence (AI) and Big Data to automatically detect incidents, forecast traffic flow, and support real-time traffic diversion decisions. It will also establish an inter-sectoral data-sharing protocol to provide open traffic data services to citizens and businesses.

The implementation is divided into four stages. Between 2026 and 2027, the focus will be on establishing technical standards, data structures, and information security architectures. By 2028, the project will move into developing core modules, including data collection, road infrastructure databases, vehicle load control, and electronic toll collection. The plan includes training AI models for image-based incident analysis and creating GIS digital maps for real-time monitoring, with pilot integration planned for key North-South highways and gateways to Hanoi and Ho Chi Minh City.
