Vietnam intelligent highway management implementation

Overview

The Vietnamese Ministry of Construction has announced a plan to develop an Intelligent Transport System (ITS) Core platform for the 2026–2030 period. This initiative aims to manage the national highway network by integrating real-time data from all highway traffic management centers.

The platform is designed to use artificial intelligence and Big Data to automatically detect incidents, forecast traffic flow, and assist in real-time traffic diversion. The project will follow a four-stage implementation process, beginning with the establishment of technical standards and information security architectures between 2026 and 2027.

By 2028, development will focus on core modules such as electronic toll collection, vehicle load control, and road infrastructure databases. The plan includes training AI models for image-based incident analysis and creating GIS digital maps, with pilot programs scheduled for key North-South highways and major gateways to Hanoi and Ho Chi Minh City.
