Vietnam to Require Birth Residence Registration for Newborns by July 2026
Effective 1 July 2026, Vietnam’s amended Law No. 118/2025/QH15 will require parents or legal guardians to register a newborn’s permanent residence within 60 days of birth. The amendment permits children under six to be registered at the address of their parents or guardians without the homeowner’s consent, provided the child lives with them.
The registration of permanent residence serves as the legal basis for issuing identity documents and determines the local administrative authority responsible for the child. The change is detailed in Decree 154/2024/NĐ‑CP, which outlines the procedures for parents or guardians to complete the registration forms and confirm the information on behalf of the minor.
